Denmark successfully launches national truck tolling scheme powered by Be-Mobile technology

On January 1st 2025, Denmark successfully launched a groundbreaking tolling system for trucks over 12 tonnes, replacing the Eurovignette with a kilometer-based and CO₂-differentiated model. Overseen by Sund & Bælt A/S as the designated Toll Charger, the system marks a shift from a time-based tolling scheme to a distance-based road user charging model, aligning road fees with actual usage and environmental impact. Be-Mobile, supported by its local Danish partner COWI A/S, enables this shift with its advanced Toll Control Center.

From Time-Based to Distance-Based Tolling

The retired Eurovignette charged fixed fees based on time periods, regardless of road usage. The new system introduces a distance-based approach where tolls are calculated using:

  1. Distance Traveled: Charges reflect actual kilometers driven, ensuring fairer road usage fees.
  2. CO₂ Emission Class: Trucks with lower emissions benefit from reduced toll rates, encouraging the use of cleaner vehicles.
  3. Vehicle Weight: Heavier vehicles incur higher charges, accounting for their impact on infrastructure.
  4. Low-Emission Zones: Additional fees may apply in designated zones, promoting better urban air quality.

This shift ensures that tolling is both equitable and aligned with Denmark’s environmental goals.

The Be-Mobile Toll Control Center supports the entire process, from receiving and processing data from moving trucks to calculating toll trips and creating the toll billing details. This is all done based on a digital road map of the Danish road network and considers all relevant (toll) context such as height restrictions, road accessibility, etc.

Flexibility for Users

The platform caters to different user needs:

  • On Board Units (OBUs): Frequent users can install an OBU provided by certified Toll Service Providers for automatic trip tracking, toll calculation and settlement.
  • Prebooked Route Tickets: Occasional users can prebook e-tickets for their trips, offering a simple and flexible alternative.

Be-Mobile and Sund & Bælt: Partners in Innovation

Sund & Bælt, a state-owned company commissioned by the Danish Government to implement a kilometer tolling scheme for trucks, manages the implementation and operation of the tolling system. Be-Mobile supports these efforts with its Toll Control Center, which provides:

  • Real-Time Tolling: Accurate and transparent calculation of toll fees based on vehicle data, distance, and environmental factors.
  • Centralized Management: Seamless integration with Toll Service Providers, low-emission zone boundaries, and enforcement systems.

This platform enables Sund & Bælt to monitor, enforce, and optimize tolling operations effectively, while delivering a user-friendly system for truck operators.
