    ReFlow gives traffic planners and infrastructure engineers a way to test a measure before it reaches the street. You model a closure, restriction, capacity change or speed reduction, and ReFlow forecasts how traffic will redistribute across the surrounding network, so you choose the right intervention instead of discovering its effect once the cones are already out.
